Children's Advocates Proposal SB 1232 (Watson)
REVISED: April 11, 1997

Allows 3-months' worth of aid as diversion for employment-ready families
in need of short-term assistance.

No time limit for needy family complying with work or employment
requirements.

Guaranteed child care (up to age 13) at regional market rates for
assisted parents needing it to work or participate in employment program.

Improved work rewards, disregarding the first $100 and 50% of remainder
of earnings.

Child Support Assurance program for those with child support orders,
guarantees payment of $250 for first child, $100 for subsequent children,
not subject to reduction until income exceeds 150% of poverty.

Increases child support disregard from $50 to $100 per month.

Authorizes microenterprise training and support, subsidized job program
for GAIN participants.

Allows parents to continue in postsecondary education program leading to
employment and combine part-time work with part-time schooling.

Fully funds GAIN, exempts parents with children under 1.

Continues existing requirement of 100 hours of work for non-exempt
parents on aid 22 of 24 months after having had opportunity to complete
post-assessment GAIN activity.

Combines child care disregard and supplement into single direct payment.

Applies increased resource ($2,000), automobile ($4,500) and restricted
accounts ($5,000) limits to applicants as well as recipients.

Monthly reporting abolished, reporting to be made within 30 days of
change, use of semi-annual modified progress reports.

Consolidated cash aid and Food Stamp eligibility rules, with Food Stamp
rules governing unless otherwise specified.

Statewide Electronic Benefit Transfer system established for cash aid and
Food Stamps.
