unemployment above 10 percent from 7/95 to 6/96.
b: The Bureau of Labor Statistics (BLS) defines Labor Surplus Areas
as areas in which the unemployment rate during the two previous
calendar years (CY 1995 & 1996) exceeds the national average during
that period by 20 percent. Some cities and places within these
counties may not be Labor Surplus Areas. However, based on aggregate
county employment figures, the county as a whole would qualify.
c: These cities are BLS Labor Surplus Areas. They are located in
counties that are not Labor Surplus Areas.
