The Speaker of the House of Representatives, on his Internet
page, has created links to a summary of the Balanced Budget Act
of 1997 (the reconciliation package) and to the text of the
various sections of the agreement.

This summary is useful because it tells you which title covers
what topics.
From the Speaker's page, you can click on the various titles to
see the text. Title IV is health, Title V is welfare, and so
forth.
