RE: Nominations for the Healthy Families Advisory Panel


The Major Risk Medical Insurance Board (MRMIB) is seeking
nominations of persons wishing to serve on the Healthy Families
Advisory Panel. Persons serving on the panel will advise the
Board on policies, regulations, operations, and implementation of
the Healthy Families Program. Healthy Families Advisory Panel
members will serve on a voluntary basis and will be compensated
for necessary travel expenses. Advisory panel members
representing subscribers may be provided with per diem
compensation ($100 per meeting).

AB 1126 (Villaraigosa/Figueroa) has expanded the role of the
MRMIB to include administration of the Healthy Families Program,
a new state subsidized children's health insurance program for
low to moderate income families. Governor Wilson is expected to
sign the enabling legislation in early October. The Healthy
Families Program is expected to start offering coverage in mid-
1998.

The Healthy Families statute (Insurance Code 12693.90) creates a
fourteen member advisory panel to advise the MRMIB. The chair of
the Advisory Panel will be elected by the members and will serve
as an ex-officio, nonvoting member of the MRMIB. Membership of
the panel is to be composed of the following:

1) Three representatives from the subscriber population.
2) One physician and surgeon who is board certified in
pediatrics
3) One physician and surgeon who is board certified in family
practice medicine
4) One representative from a licensed nonprofit primary care
clinic
5) One representative from a licensed hospital that is on the
disproportionate share list maintained by the State department
of Health Services
6) One representative of the mental health provider community
7) One representative of the substance abuse provider community
8) One representative of the county public health provider
community
9) One representative of the education community
10) One representative of the health plan community
11) One representative of the business community
12) One representative from an eligible family with children
with special needs

We anticipate that the Healthy Families Advisory Panel will hold
its first meeting in late November of 1997.

Person interested in serving on the advisory panel should forward
a resume, a brief statement indicating why they are interested in
serving on the panel, and an indication of which advisory panel
seat they are interested in representing to: MRMIB, 818 K Street,

business October 24, 1997. The Managed Risk Medical Insurance
Board will review the applications and appoint advisory panel
members at their November 6, 1997 meeting.
