SPECIAL COMMITTEE HEARING SCHEDULED; WORKGROUPS ANNOUNCED

March 3, 1997

The Special Committee on Welfare Reform will hold a hearing on
Tuesday, March 4, at 1:30 PM in Room 4202 of the State Capitol.

The topics for this informational hearing are immigration and
naturalization issues within welfare program changes.

In addition, the Special Committee has announced the creation of
five workgroups, the topics they will discuss, and the members of
each.

ELIGIBILITY AND BENEFITS
Topics: time limits, exemptions; post-time limit assistance;
eligibility criteria; grant levels; participant work
requirements; and, participant sanctions.

Members: Assembly Member Brown is the contact; Senator Maddy is
also a workgroup member.

TRAINING, JOB PLACEMENT, and JOB CREATION
Topics for training and placement: assessments, GAIN, role of
EDD, K-12 programs including adult education and ROPs, community
colleges, job retention services, unemployment insurance, and
EITC.

For these topics, Senator Solis is the contact; Assembly Member
Campbell and Senator Johnston are other members.

Topics for job creation: local economic development; subsidized
employment; public services, workfare, and grant diversion;
employer tax credits; and, private sector job creation.

For these topics, Senator Vasconcellos is the contact; Senator
Lee is also a member.

SUPPORT SERVICES
Topics: child care, transportation, traditional Medi-Cal,
substance abuse and mental health treatment, domestic violence
assistance, child support enforcement assistance, and affordable
housing.

SAFETY NET
Topics: immigrants, SSI/SSP, Food Stamps and nutrition, General
Assistance, naturalization assistance, disability application
assistance, and access to IHSS for individuals who lose SSI.

Bordonaro and Villaraigosa are also members.

GOVERNANCE AND ADMINISTRATION
Topics: flexibility and accountability, intergovernmental
coordination, maintenance-of-effort requirement, state and local
fiscal issues, performance-based outcomes and oversight, due
process/fair hearings, tribal issues, simplified eligibility
process, federally-required tracking, data collection, research
and evaluation, federal penalties, and computer automation
systems.
